In a colossal exercise the Haryana government has cancelled 4.73 lakh Below Poverty Line (BPL) ration cards once again but this will impact on an estimated 12.89 lakh citizens of the state. This massive reorganization comes at the rising concerns regarding eligibility criteria, misuse and abuse of the welfare system.
What Happened?
According to Food and Supplies Department of the state, the BPL cards that had been withdrawn in the period between October and November 2025 were 473,247. The cancellations are being done as a part of a 6-month clean-up exercise where BPL cards of approximately 1,183,970 families were checked and a considerable number of the cardholders were cancelled. In this regard, Informal NewzAs of November 2025, the state of Haryana has brought down the number of BPL card-holding families to 40,66,770, although there were over 52.5 lakh such families as of April 2025.
Why Were the Cards Cancelled?
The government has reported that the cancel households are not eligible under the BPL benefits:
They were found to be earning an annual income of over 1.80 lakh and that qualifies to make them be disqualified according to the current regulations.
Some of the families were paying above 30,000 rupees of electricity bills annually- a red flag in checking.
There were many individuals who owned land parcels in excess of 400 square yards.
There were some households that owned two-wheelers or four-wheelers which demonstrates a standard of living above the poverty-line.
Even the Food and Supplies Department says that this kind of checking is part of an attempt to ensure that only truly deserving households continue to receive subsidised rations.

Hisar district has registered the greatest amount of cancelled BPL cards in the past period. In their opinion, the previous extensions of the BPL list were either too much or not duly reviewed. In fact, government officials in the Haryana Assembly admitted that 8.73 lakh households were registered in the BPL category during January 2024-July 2025 – but 9.69 lakh were removed during the same period.
Saini has noted that the state is now using automated digital verification in relation to the use of the Pehchan Patra PP database. We have the automatic relations and validation of earnings records, energy usage, land records, and vehicle ownership. He said that a family data is cancelled in case it exceeds the set limits.

Not everyone is satisfied. The opposition leaders, especially the congress members have strongly criticised the clean-up drive. To them the BPL list has been softened in the election season and now most of the deserving families are being unfairly deprived. Such cancellation in large scale is an effect of a broader strain in the management of welfare: the balance between the prevention of fraud and the welfare of the needy. On the one hand, the government has a good cause to clean up inflated BPL lists so that they can reduce dispensation of government funds. Critics however warn that aggressive delisting can be harmful because it can force the needy households to be without basic services.
The situation also raises more questions of policy:
Should the 180,000 income ceiling be the correct thing in the present economic scenario?
• Are the verification practices (e.g. electricity bills, land registration) an appropriate indicator of poverty?
• The power of the online authentication system? and does it receive appeals in real cases of error?
Conclusion
Haryana withdrawal of 4.73 lakh BPL cards is an unprecedented welfare shake up. Though the government can explain it by a right omission, political and social quarters are specifically concerned with the justice and the interests pursued. Becoming BPL will take away the privilege to subsidised rations to the affected people nearly 13 lakh, which can put a strain on already fragile lives.
Openness, redress and adjudicative procedures will also play a key role as the clean-up process continues since even though the reform is meant to transform the poor it should not turn out to be a crackdown against the poor.
